Driving is more important and will take you to a career so you can learn to live on your own. It sounds like the country you live in puts more of an emphasis on marriage so they limit the women to their choices but not allowing you to drive until you are 21.

What kind of screwed up place are you from? Are you sure you don't have that backwards? Here you can drive (before midnight) at 16, get married at 18 (still not a good idea) and buy alcohol at 21 (never a good idea). This is like comparing apples and meatloaf, they are both good things to have but can't really be compared to each other. If you never drive not having a license isn't a big deal (except is good id) if you aren't getting married a marriage license is worthless.

it means if you get married before 21 you will depend on your man to drive and if you want to be independent then you have to wait until your 21 and do it on your own

Personally, I'd rather have the independence of a driver's license AND wheels!
