Argue on the statement above whether Economic reforms do have beneficial pay-offs or dont have beneficial pay-offs?

There is debate on both sides even to one of the most successful
economic reform ever. The social security system had so much money in it that other government agencies borrowed from it and never payed it back. It pay the best overall return on investment for the last 50 years. And yet people still try to say it doesn't work.
