She needs to get a visa for the USA, so first stop would be the USA consulate there. Whether she gets a visa depends on why she wants to visit the USA, how she will support herself, etc. Then as to what travel agency... it would most probably be best to use a reputable one where she is, or go directly to the airline company with whom she wants to travel.
Be careful about sending money to people you do not know personally as there are so many scams around. If she cannot afford her own ticket, then she has to remain where she is, as unfortunately most people in the world have to do when they cannot afford to travel.

Do not make anything for her.
It is scam.
You fill your life of troubles.
It will be cheaper for you to go there and visit her.
But why her?

Not hard if its just for a holiday.
but if she is asking you for money or telling you bout her problems, its most likely scam. just be very careful.
besides, she's the one who wants to go to the states. tell her she should find out what the requirements are and meet them.
that's all.
