Your car most likely is dumping excess unburned fuel into the exhaust and then igniting. Have the Carb checked. And it could be dangerous or you could do a flashback to the 50's.

unburned raw gas coming out tail pipe mixed with extreme heat of exhaust itself or maybe exaust system is too short only dangerous if flames shoot under car or near gas tank

I had an old VW Beetle that did that, only when I was trying to start it, and it wouldn't start. I guess it could cause a fire or hurt someone, I sold it before I figured out what was wrong.

usually because of unburnt fuel. Have a mechanic check the ingition timing as that can sometimes be the cause when the ignition point is too far retarded.

Don't worry, it's just farting. If you put a match to your butt when farting you'll have the same effect.
