Dry loc and other paints, since they have a volitile organic compound takes about 24 hours to really dissapate the volitiles. In high humidity levels, I like to leave it on for two days, especially if I am going to do anything else to the wall, like paint.
Now, tilling, I would make sure that you have a clean smooth surface, despite the water proof paint. (sometimes when you water proof, the mortar in between the blocks or bricks tend to start to turn to sand when exposed to too much water, and thats why I recommend a good brushing first).

you gotta go with what it says on the can. every paint has different formulations, affecting their drying time.

24 HOURS IS HOW LONG I WOULD WAIT. HUMIDITY HAS A LOT TO DO WITH IT SO I WOULDN'T TAKE ANY CHANCES
