To turn the phone mode off or on just press and hold the red "end" button for 2+ seconds in either case.

There really isn't a way to turn the Treo completely off. It will go into a "sleep" mode after 1 to 2 minutes depending on how you have it setup. The only way to completely shut it down is to either run the battery down or take it out completely.
