I am from the U.S. South. We are not dumb at all, at least no more than the rest of the U.S. Our speech is Southern which has been depicted in movies and TV as being dumb. Our speech actually sounds great to me, we choose our words carefully, we are polite, and are interested in whom we are talking to. Examples of Southerners: Ted Turner, Reece Witherspoon, Julia Roberts, Rubin Studdard, Justin Timberlake, Paul "Bear" Bryant [dec.], Heather Whitestone [former Miss USA],
etc. We are taught from birth to be kind and have good manners. I do not think that is dumb. All in the U.S. should do so.

I've met intelligent people in Georgia, but there are some dumb ones anywhere. Taking the Bible too seriously makes one avoid gaining knowledge. Church leaders have a long history of trying to suppress scientific knowledge. My sister doesn't want to question her beliefs. I told Mom about a Bible History class I took in college. It mentioned many contradictions in the Bible. Sis blew her top and insulted me outrageously. I quit speaking to her because of this incident and all too many like it. It is much easier to be a Bible thumper if you know no science. Some people deliberately keep themselves pathetically ignorant, because they believe it's a sin to know very much.

We started this a few years back. You see, the yankees started moving down here and using good ol' southern hospitality, we decided that since they were acting so stupid we would too. Just so that they would not feel so out of place.

That's an unfair generalization. Many are intelligent. However, the South has traditionally had weaker education systems, that may be what you're referring to.

I don't think they're dumb. They just sound that way and play it on TV and for the tourists.
