If you have the proper education to do it, of course you can!

It probably takes a two or four-year degree to do it. Research the Internet to find institutes that specialize in that field. I know there are a few spread out across the United States. I can't think of any of their names though.

The field to look for is Computer Graphic Design.

OKay,
Your slightly unclear in your question regarding exaclty what to do.
So I'll answer as all round as possible.
Firstly there are different types of game graphics in games.
Let's start with the basic one first.
Graphic design

This is normally used for loading screens ,cover images etc (Also used for texture work on models)
Good programs that are free to start with
The Gimp

Depending on what you want to do,working in 2D or 3D has many different types of application.
2D sprites for games can be created using any standard Graphics app,along with a Gif or Sprite animation package.
Although if your using a application like Game Maker you can simply browse the net as there are lots of free resources for sprite and image libraries.

3D is much more complex.
Firstly you'd have to decide on a program to get started in ,I recommend Milkshape or Blender (Both Free)
This should teach you the basics,as there are lots of very good tutorials on both these programs freely available.

3DS Max , MAya, these are probably the best two packages to use for 3D,they are quite expensive,but once bought are limitless in what they allow you to create.

If you're just starting out,download a few trial versions,or freeware apps,get the hang of basic 3D,or 2D design and THEN purchase or go for a course in whatever you've chosen.
Grpahic design , will take you around a year to pick up and 3D,well,that's a permanent learning project.
(I've been in the 3D sector for 7 years now and I'm still learning.)

Are you just talking about modding sprites/etc in a game? If files are saved localy, easy. Just replace the image with the same name and format.

Some graphics are complied in a library, not really sure how to access them. I'm pretty sure most programs encrypt/store/ect differently.

As for graphic design, I think it's 4 year.
