Listen to her, like you really care what she has to say. Fix something in her house. Do something thoughtful to let her know you were thinking of her, like bring flowers for no particular reason ... just that the flowers reminded you of her. Do that and maybe more to show you appreciate her, care about her, and that you adore her, and she'll be in any kind of mood you want her to be in. A woman knows what it is like to be unappreciated. Show your appreciation and she will show hers.

To create the mood a candlelight dinner would be appropriate. I don't know whether by "without touching her" you mean not touching at all, or only in a sexual way. I would say that there can be no sexy mood if you don't touch a woman. You can talk to her as well, but physical closeness is very important in a sexual relationship. Woman are attracted to men outside of bed first before sex. If you can communicate with her and express your feelings before getting in bed then she will want to have sex. Listening to her and helping with her the things she needs done is always a great way to get her interested in sex. Woman feel sexy outside of bed before getting into bed.
