You're probably taking about the stuff called Lucky Bamboo?...which isn't really bamboo at all...and if thats the case, then it can grow nicely in pebbles & water...good luck...heh, heh...

Yes and No. Plants by normal means require soil for nutrients and bamboo as a tall grass wouldn't necessarily be exempt. However, people have been experimenting with hydroponics as a replacement for some soils.
