What you have is known as Extortion ware. It infects your computer with its ad and then says you need to buy their program to remove it. The program is bogus and will not remove anything but money from your account.
Go here and do this procedure and use the programs she lists. The procedure is important to open areas of your computer not normally scanned by your AV/AS programs. This is why many these infections seem to be non-removable. The parts located in hidden areas either start it up again or open a port for it to be downloaded as soon as the scan and removal is complete. This will remove those parts.

EDIT: Despite what other advice-givers here have said: You CAN remove spyware (that's what anti-spyware programs do!), and most security experts insist that you have at least two or three anti-spyware programs, as one particular kind will not detect all types of spyware. Also, there is a 99% chance that you DON'T have to reinstall Windows. Thats a PITA, and you should be able to find a program that will take care of your problem. Also, check out Webroot's SpySweeper- one of the top-rated anti-spyware programs.

Use your Ad-aware and spybot as well as your other programs in Safe Mode. Spyware that is active (running processes) cannot be removed in normal mode. In Safe Mode, these processes are are not running, thus enabling you to be able remove them. To get to safe mode, reboot and then press the F8 key. Enter this mode and run your spyware programs. That should help get rid of most. Use the registry cleaner C-Cleaner (you can safely download this at download.com) to clean up the rest. Good luck.

hi, spyware is a disgusting and infamous virus. perhaps you can try Norton to remove the virus. but you need to pay for the software.
i also recommand you to use firefox with Google toolbar. firefox can disable all virus to run, because the virus can only run on IE.
besides, firefox can block any any poppus and disable any virus and adware, spyware on webpage, so, firefox is much safer than IE. as you know, most of the virus is spread throught internet and webpage.
firefox is much smaller than IE, so i run faster than IE.

Try to delete all your temporary internet files manually through internet expolorer. If that doesn't work try reinstalling your computer, but that is your last option. Because all your antispy should be working. Perhaps your browser has been hijacked, and if that's the case, there is a software called highjackthis. Search it on google, and you can find everything out!

Go to Grisoft.com and get Ewido freeware. Run a complete system scan and delete all infected files. That should do the trick.

Spy ware is very hard too remove. It cant be removed at all. I would re install windows then I would have Windows Defender.

do you have bearshare or something like that? some of them automatically come w/programs that hang out in the background and get picked up as spyware and adware.

make sure you are not connected to the internet. than go into safemode. to do this go to start. click run. and type in 'msconfig' hit enter. than click the boot tab. select /safeboot by clicking the box next to it. restart and it automatically goes into safe mode. than you scan with your antispyware and antivirus software. when you are done scanning/cleaning. repeat the step with msconfig to make sure the /safeboot box is not selected anymore. restart and you should be spyware/virus clean.
