Could be for a variety of reasons.
1. They aren't aware of how rude, and offensive, they are to others.
2. Jealousy. Some people have poor coping skills for jealousy.
3. Some just don't have any meanful goals to put their time into. When you're busy doing fun, activities with others, or your own hobbies, you've got no time to even think about meanness.
4. Very sadly, some are born with that disposition.
5. You sound like a nice, sensitive to others type person, so surround yourself with good people and good things will happen! I mean it.
6. Mean people are the 'crabgrass' of life. So mow them out of your life as well as the 'weed people'.

People are mean because they feel insecure about themselves, so by that, they immediatly pick on someone who is weaker. But once they get older, most of them mature and grow up from that stupid phase.

I'm not sure. Probably they r just insecure and try to find faults in ppl to make themselves feel better or they like feeling superior. Some just find some kind of sick pleasure in doing it and it becomes a practice.

Because they have no regard for the feelings of others. Mean people are miserable people and mIsery enjoys company, so the best thing you can do to someone who is mean is ignore them, then they are left to be mean and miserable all by themselves!
