Whatever CD you are trying to boot from is either not bootable or it is defective. Try another disk.

you should be able to format your hard drive while installing from the CD. even Windows 98 does that every single time. However, in BIOS settings there is a specified order of precedance of which drive boots first. During boot, there may be a message on the screen such as "press F2 for setup", it could be or delete, or any of a few other combinations.
If you get into BIOS, look for the Boot tab, and set the CD-rom as first device.
Also, you might look on your laptop maker's website for the operator's manual if you don't have a paper copy.
If you are intimidated by these directions, I think you should look around for help, as per a previous answer. Good luck

Sorry, but there is no such trojan, I'm 100% sure. I'm equally sure that you can NEVER format your system drive when booted from it, regardless of if you are in safe mode or not. You may need to go into your BIOS and set the computer to boot from the optical drive, or there may be a specific key you should press when booting to load the CD (such as F12 for boot menu). Honestly, it sounds as if you're rather lost trying to do this, so I highly recommend finding an inexpensive guru who is able to do it for you locally. Try your local Bulletin Board, Bargain Hunter, or whatever classifieds paper you have around there, and see if you can find a tech who will do it for $20-$35. Most of those techs are as good or better than the more expensive ones anyway (I'm one myself).

I would first try to update the anti-virus program on your computer to the latest virus definition. I would then run it to scan the computer completely. I would also run anti-spyware to ensure that the computer is clean. I would not hastily re-install Windows unless I exhausted other options.
As for booting from the Windows CD, what exactly happens when you restart the computer with the CD in the drive? I need more info to help resolve this matter.

You need to look in you BIO and look at the boot sequence. Make sure your CD-ROM is booting first. If it is then it is your BIO that is messed up. You need to look in you BIO and look and the boot sequence. Make sure
your CD-ROM is booting first. If it is then it is your BIO that is messed up.
But probably the problem is CD-ROM is not booting first. It needs to boot first to install windows.

1.Try BIOS clear then configure for first boot CD drive, the reboot make sure you have the bootable cd on the CD drive, or make sure you dont have a corrupted CD.
2. configure for first boot floopy drive, make or secure for a bootable floppy disk for win 98, then install first Win98 after you installed it you can install win 2000 or XP over win98, this more easy.
