They are not grounded with all those earthquakes and fault lines under them.\

Or what you perceive as "goofy" is really just "happy" because they have such great weather.

I've lived in California for a brief period of time. The people out there are just really laid back and tend not to take things so seriously. I think they are more psychologically healthy because of this.

They're not really "goofy"---the rest of the country is just too damn uptight.
