first make sure your taskbar is not locked. right click on empty space on the taskbar and UNCHECK "Lock the taskbar".
then make sure you are dragging the taskbar and NOT the quicklaunch bar. drag and drop to any _CORNER_ of the desktop. Make sure ALL windows are minimized before you do this.
Once the taskbar is sitting where you want it, right click on it again and CHECK "Lock the taskbar" option.

The easiest way to do this is to click and hold on the area right next to the start button and then drag the startmenu to your desired location.. this may take a couple attempts to find the right spot.. also make sure it isn't locked by right clicking on it and uncheck lock the task bar..
they make it hard not to move it so its kinda hard to move it back.. once you do it once you will have it.. just play with it..

Click and hold (drag) on an open part of the bar and drag it back to were you want it. You may have to right click the taskbar first and uncheck were it says "lock the taskbar".

First, uncheckmark the "Lock Taskbar" option when you RIGHT-CLICK on the Taskbar. Then drag and drop it to the top, bottom, left or right. Then, lock it back.

In the task bar, right click. make sure you do it where there are no icons or windows. Then you will see a list, just click on the one that you want
