Bug & Tar remover, available at any auto supply house or Wal-Mart. Turtle wax makes one.

Where on the car? If it is on the body, then something like Melaleuca Solumel or a commercial grade tar remover will work.
If it is on the cloth upholstery, then Melaleuca Solumel will work or some carpet cleaner meant for tar. (Tar remover is simply too rough for the purpose!)

For a cheap fix try turpentine, is about the same as bug and tar remover, only cheaper. Least they smell and work the same.

I use Tarminator by Stoner (the people that make Invisible Glass) and it's great. Just be sure to wash the car after using it - it doesn't exactly help your clear coat, but it won't kill it either - unless you use it on one spot like every 5 minutes.

the best way to remove it,,is take some real warm water and a old rag,,and soak it on the spot for a few minutes,,and it will rub right off,,you can also use a little soap in it,this is a safe way to do it.
