Ok. Everyone is like DON'T WEAR MAKEUP! Clearly, this is something you want to do. So, instead of having you walking around looking crazy...I think we should help you out. So here are a couple tips:
1. If you have clear skin, try using a tinted moisturizer with sun protection. Then you can get a transluscent powder to set it.
2. Use a peach blush with bronzer. Peach blushes look great on tanned skin. Don't go too heavy. Use a big blush brush so that the color isn't so concentrated. And get some help picking out your bronzer so you don't look cooked and shimmery.
3. Stay away from lipstick...it will age you. Stick to tinted lipglosses of the sheer variety or a really good lip balm (Rosebud Lipsalve or Kiehl's #1).
4. You can probably use your bronzer to add some color to your eyes...as opposed to using all out eye shadow. Use a brown eyeliner as opposed to a black one. Also use brown mascara.
5. If you think you need actual foundation, try a mineral makeup. There are a couple companies making them, now. Neutrogena has one. I think Lancome has one. Maybe. And there's always Bare Minerals. These will definitely look more natural than liquid/powder combinations AND they will be better for your skin because they have a natural SPF 15.
The key to makeup is playing around and making mistakes. This way you get them all out of the way at an early age...and you can spend your 20s and on looking fabulous!

Don't wear make up! Wear a good sun screen if you are out in the sun, or a moisturiser. Always keep your skin clean to avoid developing blemishes.
Don't spoil your natural youthful beauty, let it glow!
Perhaps a moisture ip gloss is all you really need to wear?
Be very careful of what you put on your skin. "The Body Shop" have quality products and will give yhou free demonstration and facial and show you how to apply your make up if you insist on wearing it. The staff will also teach you how to care for your skin to prevent skin damage.
There are other brands that are gently on skin. Seek natural products that are made from ingreediends, and from companies that do not test on animals.

It gives me a healthy glow and it's not that expensive!
Now there is a really good mascara by Bourjois- it gives you a really good length and also curves it pretty well.

Get a kohl eyeliner pencil by L'Oreal!
It is called the Le Kohl Pencil
Then just add some lip gloss. I recommend Colour Juice by L'Oreal because it looks healthy and fresh!

The other answer you got is true. But if you feel you must wear it than a little mascara and a lip gloss will look good atleast for your age.

how about not wearing makeup at all? 13 is still young and applying makeup too soon will cause you to pay for it in the longrun. it will clog up pores and expect early wrinkles. plus, no makeup is the most natural look.

I agree,...but you can apply eye-liner and very subtle eye shadow and pressed powder for cheeks to give you a bit of a glow.
