I know that a graduated cylinder for measuring liquid volumes and volumetric flasks and pipets need to be read from the side, even with the marking and at the bottom of the miniscus (where the liquid level makes a curve in the container)

I say b. from the side, of all your choices.

clarification: either bend over to read from the side or raise the container up to read from the side, but the marking does need to be at your eye level.

for example, don't try to read looking down at the container.

The correct answer is A. Most good quality meters have a mirrored background which will show two separate pointers (the actual pointer and the reflected pointer) if not viewed straight on.
