You can be in labor without the babies head being descended far enough to put pressure on the cervix...(which will cause dilation). Many women experience labor while the fetus is still very high.
Perhaps the baby "dropped" lower since she was checked. (?)
It is also possible that she is having false labor/Braxton Hicks. Tell her to do a couple things, drink some water and take a shower. If the pains continue after those...I would say it's a strong possibility it's the real deal!
WOO HOO! Get ready Papa!

well if she is only having contractions every 30 min it sounds like shes just having prepratory contractions (to get the baby to drop)
when shes actually in labor they will be 5 to nothing apart.
but it is known to happen for a woman to go into labor before the baby drops (most of the time the baby is floating in the fluid and cant get down there.when the doctor breaks the water the baby will be allowed to drop.)(the baby can drop during labor as well with out the water being broke when the waters not the prob)(there have been cases of the babys head beign too large to allow it to drop into the birth cannal in these cases emergengy
c-sections are done)

Yes...she could absolutely be in labor! I went into labor at 31 weeks with my daughter, and at 27 weeks with my son. They held me off from delivering my daughter until 33 weeks (she was healthy but weighed 3lbs 8ozs), and they stopped labor for a week with my son and he was delivered at 28 weeks (he required a ventilator and weighed 2lbs 11ozs). Both of my kids are happy and healthy today at ages 11 and 9. I am very lucky! Anyway, watch the contractions closely...do not ignore them. Good luck with your new baby!

very possible! The baby can drop before or during labor, and some will never drop and will be delivered by c-section. Call the Dr and go to the maternity ward! Good luck!

Yes she could be but they usually say not to come into the hospital until the contractions are every 5 mins. apart. B/C if they just stop then they are going to just have to send you home. I'd call your wifes OB and see what he wants her to do.

If she thinks she is in labour it is best for her to go in right away. sometimes when the baby drops you may not notice. Or if the baby hasn't dropped that may call for a ceserean. In any case you need to get to the hospital. Worst case scenario: they send you home and tell you its false labour.
