Meta tags have been deprecated for some time because they are so open to abuse.
Adding a site to all the search engines is easy because they have bots spidering the web following links. So all you have to do is obtain some links pointing to your site http://www.seo-blog.com/directory-links.php Actually submitting your site to search engines is a waste of time and effort.
Of course you have to do lots of other things as well if you want your site to be successful http://www.seo-blog.com/tutorial.php

go to the link "suggest a site" at the bottom of the new yahoo page (www.yahoo.com) or go directly to (http://search.yahoo.com/info/submit.html) and click on
Submit Your Site for Free:
- Suggest your site for inclusion in Yahoo! Search (requires registration (yahoo account)).
