The correct answer is Seattle at a average latitude of 47.606 N but Spokane is a major city also and it average latitude of 47.60N.

What's large? In the contiguous 48, Seattle and Spokane are at basically the same latitude, but Seattle is vastly larger. That has to be your answer, I think.

Minneapolis or Portland, OR would come next, but not anything in the Northeast. It's a lot further south than most people realize.

If you consider Alaska as part of the continental US, then I would go with Anchorage. If not, recommend Seattle as the northern most major city.
