Back in the day, movies at both theaters and drive-ins were double features, or two movies for the price of one. The first movie shown was the "A" movie, usually popular, big budget and with stars in it. The second, or "B" movie, was typically a cheap, no-budget film with no stars or lucid plotlines. In between, there were commercials to get to the snackbar.
Later, drive-ins started showing the "B" movies first, as people were leaving after the "A" movie and missing the concession commericals. By the running the "A" movie second, they pretty much guaranteed a audience who wouldnt leave in the middle, because they really went to see the "A" movie.

B movies have traditionally been known to be low-budget and low revenue movies. They're not usually well-known movies...or they are well-known for sucking!
This started in the '50s when movie theatres used to show TWO movies at a time! Yes, you actually got to see two movies and pay for one. The A movie was like the big movie, the movie you wanted to see. The B movie was a gamble for movie-goers...and usually it was a bad gamble -- a forgettable movie. But nonetheless, that's how some movie and/or tv stars got started.

A "B" movie is one that is shot on a low budget and has limited advertising funds. The "stars" in them are usually not well known. Many actors/actresses have become fairly rich and famous for starring in only B movies, because many of them become "cult classics". The actors are then invited (with pay) to fan fests, sci-fi shows, etc.
Now go watch a "B" movie and enjoy!

B-Grade movies tend to have very little budget, and sometimes a cheesy script to go with it.
It used to be a slander to call a movie B-Grade, but now there are are movies, spoofs, that are delibrately B-Grade.
Some B-Grades are:
-Attack of the Killer Tomatoes
-Plan 9 from Outer Space
-Flying High
-Kung Pow
-Chicken Park

When there was a studio system, and two movies were shown at the theater, there were the "A" features (big stars, better budgets, great directors) and the "B" features (more of a training ground for those that could graduate to "A").
It refers to something that is just not as good as can be expected

well most have said it quite well, so I'll just say when I think of "B" movies I think of sci fi or monster movies of the fifties, like the ones roger corman made (you can see jack nicholson as a young french lieutenant Andre in one of them) or like hammer films starring Christopher Lee and Peter Cushing (both oddly enough in at least one episode of the star wars saga). I also think of B when I see sci fi tv like Dr. who's original cardboard creatures or the like. ain't it great?
