You cannot solve for f or x unless you have a complete second equation.
If I had f(x+1) = 7 or something like that, then I could solve for both variables.
In as much as I don't have enough information this is a meaningless question.
If you are just working with variables generally here is the answer.

f(x) = 3x + 2
f = (3x + 2) / x
f = ( 3x / x ) + ( 2 / x )
f = 3 + 2 / x
f ( x + 1 )? Substitute your solution for f in terms of x.
( 3 + 2 / x ) ( x + 1 )
3x + 3 + ( 2 / x ) ( x ) + 2 / x
3x + 3 + 2 + 2 / x
3x + 5 + 2/x
f(x+1) = 3 x + 2 / x + 5
