look at them. they both come back, even though theyre both past their prime. Mick loses every time he comes back, thus putting over some of the younger superstars. and although ric flair obviously is past his prime as well, atleast mick doesnt try to satisfy his ego by winning every time he comes back. Hogan, on the other hand, is past his prime by a longshot, but is a selfish prick who cares only about himself and not superstars of the future. if hogan was like foley, younger superstars would have more credibility.

A direct answer to your question is because Hogan doesn't suck. Onto the point you are stating, if he believes in the guy, he will put them over. Take for example in 2002 when he "passed out" in Brock Lesnars bear hug. The promoters/writers also need to make sure that it's someone who's going to be able to make it look believable. They can't take some punk kid rookie who just walked in off the street standing at a towering 5 feet 6 inches tall and tipping the scale at a mamoth 120 pounds and put them in the ring with Hogan and have him win. Why? Because the audience wouldn't buy it. Yes, wrestlings outcomes are 99% of the time pre-planned, and therfore "fake" in the eyes of most people. But they still gotta make it look at least somewhat real.
