When using the wizard
create new archive -> select the file or folder -> select how to make the rar (faster, delete files after archiving or create exe), then you have the option to set password and in the bottom the split archive, just put the size you want or choose one, and thats all
or manual
select file or folder -> commands -> add files to archive -> and bottom left is the split to volumes, bytes, and make the rar

If you are asking how to extract a rar file, you need a program that will extract it. Winzip only extracts files in zip format. I use Tugzip to extract both zip and rar files. It is a free download. http://www.Tugzip.com
