Not really. That isn't racism because it really is supposed to be dark out when there's a blackout so what other better way to call it is a black out. (Or would you prefer "lights out")?

No; it's a reference to how dark it can become when there is one, and has nothing to do with the race. If I were to say the sky is black right now, it's not a racist statement it's just a description.
