Certainly, it would be rude to ignore them.

I would be very careful about my behaviour!

I would pretend not to have noticed them and then if you see they have noticed you then maybe a smile and a non-committed wave. I am sure if they are in a bar, then they won't want to be thinking about work, so this way you don't get seen as "sucking up" or rude for ignoring them. And they then don't have to pretend to be interested in you on a personal level - they can choose just to smile back and go back to what they were doing.

I would probably then leave not long after.

Thanking someone first or second time for their kind consideration most likely would not hurt, but seen long explanations how the situation has to get factored into decision, which you make to approach someone or not. If you can do it without annoying or hindering that person Saying something seems more positive than saying nothing.

Say hi, but don't make a big deal out of it. Say hi and keep moving....don't stop and start a conversation. It would look pretty obvious if you were sucking up and that's not going to get you the job most likely.

Okay, here is the situation. If that person sees me, then, I would wave to them, indicating that I am being friendly by acknowledging that they are there.
But, If I see that person and that person does not see me, then, I would keep going on about my business until that person came up and say 'Hi' to me first.
It would be awkward to see the interviewer and then run up to go talk to that person, especially if they did not notice that you were there and they are on a date or something.
So, if we do meet eye contact, then I would wave and say 'Hi' and go one about my day, giving them respect. If I see them and they do not notice me, then, I would just keep it that way until they see me to say 'Hi' or not.

I'd go with the smile and wave thing, then let the interviewer decide to make conversation or not.

No, don't go up to them, but have eye-contact, smile, and perhaps wave at them. You can only approach people you know on a personal level. A conversation will make him uncomfortable if he isn't hiring you.

If I don't care about sucking up, then yes i will say "hi". If I am impartial to getting the job then I will mind my own business.

Yes, put yourself in the person's mind again. They are usually bombarded with applications.
