Get out more. Put yourself in social situations. Then start up conversations. Things will go from there.
I was having a hard time about a month ago because I just moved to this city. I started hanging out in this club and just smiling, but not really talking to anyone. I got sort of discouraged, but as soon as I made conversation with a person (I found the best icebreaker was asking questions, such as "When does the bar close? I just moved here..."), I was introduced to everyone else and left knowing half the club. Now when I go back, I have people to hang with and get introduced to even more people...

Hey, that's a great question. Both my wife and I are not very social people. Its not because we hate people, or we have a phobia or something, we just don't care to be around a lot of people.
For a long time I though I was some sort of anti-social freak or something. I'm 39 now and my wife is 37. I'm STILL not a social person and though it bothers me, I've kind of just accepted it. I read and learned that people who are not very social have a higher average IQ than that average American and tend to be more intellectual and intelligent. So take it as you will
The problem that my wife and I find is that a majority of people are self-serving, self-absorbed, self-centered and just plain old selfish. If they are not this then they are drug addicts or alcoholics. That leaves very few people left.
I know that sounds pretty selfish in and of itself, but its the best conclusion we can come up with.
So we just rely on each other for stimulating conversation and philosophical debates. It can get a bit lonely, but its better than spending time with an alcoholic or someone so self-absorbed that it makes you want to puke.

Get involved in things.
I'm guessing you are at school - get into their clubs, help out with the sports team... do stuff and talk to people... after a while, they talk back and you have a conversation going.

Just go talk to strangers...but be careful. The ones that look like they'll kill you just might.
