It was a sadistic religious police created and commanded by Fray Juan de Torquemada, he started it in Spain, and then brought it to the Americas.
They prosecuted Witches, Gypsies, Jews, Protestants, idolatress, and just about anyone they did not like.
They kept terrible castle-prisons in Spain, and made the accused confess under tortures.
In Mexico City alone, they executed more than a thousand people monthly, and they kept in underground prison an undetermined number of people, some believe it to be of up to 20,000.
