The downside to that, is that even though they can already cast spells with ease, they only know a limited amount, and cant learn any more. The source of power for sorcerers is charisma.

6. Sorcerers are also practitioners of ceremonial magic and OF COURSE, can continue to learn to their heart's desire.

You are very very confused. Your information is very wrong, unless maybe your'e referring to some sort of video game. No one is limited to how much they can learn. And there's no need to rest between using spells, and you don't have to learn spells either. You don't even need spells to do magick.
