It is because of the lipstick one uses.

not only of human , lips of all animals are of different colour.in case of skin ,tongue is also of different colour.our lips are usually red to make match with the tongue.

Because the veins make it that color, the blood I mean, thats why if you bite your lip and hold it, it will become redder.

It has to do with melanin in skin. It is highly concentrated in some areas and less in others. It has to do with the presence and absence of various melanins.
