There should be a policy in place for tardiness / absences.

First, each individual tardy / absence should be deal with via punishment. Laps, push-ups, staying late after practice, clean-up duty, etc, can be effective. Punishments can be given to the cheerleader or the entire team. If the entire team is punished for one girl being late it is not fair, but it will encourage the girls to be on time or face the wrath of the other cheerleaders.

Second, there should be a limit on unexcused tardies / absences. For example: greater than 2 unexcused absences means probation, 3 means being removed from the squad. 2 or 3 tardies should equal one absence (therefore 4 tardies means probation, 6 means being removed from the squad).

The policies should be clearly explained to the team so that they understand the consequences. They should also know why the policy is in place - because tardiness and absences are disrespectful to the entire team to who chooses to show up and come on time.

They should be kicked off the squad if they're not showing up for practive. They obviously aren't that interested. They need to know the routines and everyone else is counting on them, too.

Just make them run many laps...cus every cheerleader needs to learn the routines and stunts, or dances.
