Get the smallest hosting package Verio offers -- Hosting 1000.
Build a site with the tools they will supply or build a site using MS FrontPage or Dreamweaver software.
This is not free. The domain of your choice (i.e. MattDallasFan.com) will cost you about $10 per year and the hosting will cost you about $12 per month. This is a good solution if you think you will be adding customized functionality to your site in the future.
Geocities (http://geocities.yahoo.com/) or some other solutions have free starter packages that can be upgraded later to paid accounts. The only drawback of pursuing this first is that as you grow you might find the GeoCities account limiting.

If you are really serious, then you might want to learn that Web Programmingt Language HTML, and maybe an HTML Editor, like FrontPage 2003. Then, once you learn the language pretty well, then u must purchase a domain name and web hosting service. One of my Sources will be the website that gives u this info. The web hosting + domain is cheaper than anything, $1.95 - $2.95 for cheapest package (great deal). Also, if u wish to get even more creative with you site, u might want to learn JAVA, Javascript, or even Perl (CGI). From then on, please e-mail me for what to do. And then have a great FAQs section and i'm pretty sure 24/7 help service.
If not, then as some1 else said go to freewebs.com or someplace like that. But when you get free you don't get great things. For Example, you don't get ur own domain, it may be like freewebs.com/fan_Site,_Dallas. And you get don't get a lot of hard space maybe 50 megabytes if you're lucky, plus u get maybe 2000 views a month, at most!!

First you need to learn HTML of learn to use a website creation program. If you want to (and in the long run its easer) learn the basic HTML. HTMLdog.com is a great kick of point or w3c schools. Next find a web host like freewebs or search around and get a low cost non-ad-supported page. most hosts will supply a uploader but they are a bit fiddely. a ftp like coreftp will upload much faster and would be easer but many hosts wont take it. if they will, simply google FTP and pick one.
Htmldog will explain alot and i would recomend going there even if your using a webmaster program.

If you're serious and are willing to spend money, first you'll need to sign up for a domain name. Then, you'll have to register a service plan (usually yearly). I suggest Ace-host.Net ~ They've been very helpful and reliable for me.
If you just want to try something out, use Yahoo's Geocities creator. If you purchase a domain, you're going to need to know how to read and write HTML. However, I believe Yahoo provides some services that include a Page Builder so you don't have to code anything. However, that will limit your capabilities.

see if ur serious about having the website i suggest u to have either a good designer or some free lancer as designing a website is not big deal but designing in proffessional way making the website compliant to w3c standards and making it compatible on all the browsers it the main issue. try this url http://www.corpseo.com/web_designers.html they can help u out

you can make one using pre-set up templates, like the ones on www.freewebs.com (free websites) or you can make one using HTML (http://www.w3schools.com/ is a good place to learn basics) and create your own and host it somewhere, www.freewebs.com lets you host HTML ones but if you're going for anything larger you might have to pay for a host.
go look up a book/site on making websites. hope this helps!

what about having a domain for yourself:

then it is a million of desgins you have to begin with.
you can use several programs, dreamware, microsoft front page, or you can hire a prof. for you with macromedia flash, ....etc
it depends how much would you like to have your page
