Property registry in the government office where your apartment is located will have a record if it was registered by your landlord. Verify thereat if it is there, if not it is illegal.

Legal in what way? You haven't exactly given us a lot information to go on. Are you talking about compliance with zoning laws? Building codes? Disability access?

Call local zoning office, they should help you or at least send you to the right local authority.
