I wouldn't worry about the phone still working after tha so it wouldn't matter. And if the drain is being taken out it the phone would be destroyed in the process.

Tell me exactly where you dropped the phone and I'll let you know if your cell will be able to play those videos. Just kidding, if the storm drain was filled with waste and water I don't think your phone will work anymore. If not, the next time it rains the water will wash your phone away.

Run alot of water down that drain, and that phone will never work again, wow, problem solved.
Just like this problem:
My mailbox is being flooded with mail concerning gas prices and illegal immigrants. To boycott oil companies or not; to provide amnesty to illegal immigrants or not, etc.
Since I have become jaded to the various solutions proposed by the Republicans, Democrats, Sierra Club, ACLU, etc. I have elected to solve the problems as they affect me. It solves both my gas and illegal immigrant problems.
I have hired illegal immigrants to push my car. They're plentiful and cheaper than buying gas. Then I pay them in Pesos so they have to go home to spend it.
I love it when a plan comes together.

Depends. If there was no water in the drain. If the phone is in good order, yes, they would see. Sorry. Better you call your service provides to block it. That also depends if you got the phone from your service provider. Otherwise, sorry.
