Sometimes my fiance stops me and says she cant wait for something else. I very seldom get to do it for 15 minutes and ususally she is cu**ing in less than 30 seconds. Go slow at first, get down there and tease, and then just gently take the tip of your tongue and use it, then go full speed for a bit. Vary the spots and the pressure, and maybe things will speed up for you.

Dude, your partner-in-life deserves what it takes to satisfy her, not a TIME LIMIT!!!
Personally I've spent the time it takes to ensure she's happy, and yes there've been times that is LONGER than 15 minutes. As it should be.
Wake up, and CARE about her and what makes her happy. Be a MAN and give it to her, for her benefit, loving her all the more because you do.
Now, having said all that, women are physically different then men, as I'm pretty sure you've noticed. Their emotions, hormones, chemicals and feelings ALL come into play during sex, then, eventually their body gets on board too. What I mean here is that its normal/easy for a guy to get excited and be READY-to-go on almost a moments notice....... a woman NEEDS the foreplay, the sensous time, the attention to her feelings, the cuddling, the involvement emotionally as a normal/natural part of it all. When you GIVE her that, the time between her legs is THAT much better and FAR more enjoyable for her.
Oh, and by the way, you going down on her SHOULD be pleasureable and enjyoyable for YOU too. If not, question why not. Seriously. No, this isn't about 'YOU' orgasming, or 69'ing, but about you genuinely feeling pleasure because you are pleasing her. Oh, and you DO like it that SHE is pleased when in the act of pleasing you, right....... SAME difference.

That's not normal..if she cums within the 15 minutes, stop...that doesn't make sense for your tongue to get numb just because she wants to be selfish, do you know all the things you could do in 15 minutes?

Woman take a long longer to achieve orgasm than men. This has a biological reason which is too long to go into here.
She needs some manual stimulation before you begin. Don't just do whatever. Listen to what's working. Also, it helps if she preforms on you first. Gives her time to warm up.

Honestly, the longer the better but you should try to remain as consistent as possible if you want to cut down the time. If you are getting tired, you must let her know. Hopefully, she'll have some sympathy for you and let you cut it short.

It should be a right amount of time that pleases you both.
Although 15 minutes really isnt so long.
How long do you like her to take on you?

Maybe there are a few tricks you could learn to help her through sooner, or perhaps you could add some toys for a change of pace.

That's about twice as long as it usually takes me. How often do you do it? She may not be particularly comfortable with getting off that way yet, and that's why it takes her so long. Encourage her to relax or maybe please herself first to speed up the process.
