Yes. Jell O only contains five basic ingredients:

Gelatin (animal protein)
Water
Sugar/sweetener
Flavoring
Coloring

Without preservatives, bacteria could begin to grow, fed by the sugar in the JellO, which owuld indicate rotting. Depending on what types of bacteira took hold they could also break down the gelatin.

it would rot quickly and well

rotting is usually describing the breaking down of something by microorganisms, and they many of those would enjoy jello just fine (even though they have never seen the Tv ads)
