If you're any good with tools, make the whole thing out of mdf(medium density fiberboard) available at any home improvement warehouse.

You can get a 1/2" x 4 x 8 sheet (they can cut it for you in the store) for around $20

You can cut and nail cut pieces to whatever shape you want. You can make a 30 compartments out of all that mdf if you'd like.

You can also by some hinges and small trim pieces and add doors if you want.

Buy some stain, handles, etc. and you can get the wholes thing done cheaper than $50.

Good luck

I have seen a wooden shipping boxes turned into a vanity. It is an inexpensive idea. Use the boxes on each end and put a flat piece of plywood across to connect them and leave a place for the teenager's legs and feet. You make a gathered skirt and staple or thumbtack it around the top. Also, you can use two 2-drawer filing cabinets with a plywood top across them (again with enough space for her to put her feet and legs).

Look for an inexpensive desk at a local thrift store or furniture store. You can add a mirror to the top also from thrift store, or from discount store. Then add decorative paper mache boxes or drawers to the top to store small items. These can be found at most craft stores. You can paint the desk and the mirror frame to match.
