How do i change it to where nobady cant change any setting of any kind?

I would like to make it where anyone can go on a computer and they can use only the programs I put on there, i would like it to disable rightclicking on the desktop. I dont want them to change ANY form of settings i.e. Mouse settings, Wallpapers, screen savers, even add/remove programs. I would just like to be the administrator of the computer....how do i set it to it will work like this? Is there a program of some sort that will do this?

This is very easy in windows xp, simply create a limited profile for them to use, password protect your's.
