Get a good photo program, like PhotoShop.
However, low-pixel images will look bad no matter how you do it. Use a higher resolution picture for better results.

That all depends on the image's resolution. Was it taken with a digital camera and if so, what was the megapixel rating?

download and install 'photo gadget',it's free,once installed you just right click on an image file and select'photo gadget resize'and your off!!...It's good if you don't want to use a expensive programme like photoshop....it also reduces the size of pics http://www.xemico.com/photogadget/freeware.html
