The WTO is according to a treaty. it may in elementary terms implement the language of the treaty (and has minimial enforcement powers at that). If the West isn't keen to grant the WTO the skill to sanction international places for subsidies for agriculture, then it has no skill over that concern. Even for those subject concerns that fall interior the WTO's jurisdiction, a case nonetheless must be introduced complaining on the subject of the unfair commerce practice.
