well, the numbers really have nothing to do with your chest size. You know that, right? The numbers indicate you size of your back, so obviously your friend has a bigger back. Tell your mom that the 30 is too tight on the loosest setting.

Tell her that the 30 is to tight, that it hurts.
I mean you do grow, the number is your messurement around and the letter is your cup size.

well, next time your mom says you may get a blouse or something, even a new bra, tell her that's what you want. If you can't wait, tell her you grew out of your old one!
