If you don't have a built-in wireless card in your laptop, you could buy one. The library has to have wireless service available, or maybe you could pick up a nearby signal from someone else.

First you need a wireless card if your library has a wireless connection.
Second you'll probably have to get a password from the Library to use it.
Basically just ask the Library staff.

If you are using Windows XP, it should attempt to auto-detect and connect to the network. However the Library might have their router set up to only allow connections from certain MAC addresses, in that case you are pretty much SOL.
Talk to the people at the library, and see if they have any specific instructions to connect to their network.

you need a little more info for that but i will try my best to help.... if you have a Wi Fi card or wireless card you need to find out if there is a network in the area you are in some places but there are changing fast still have dial up which you can rent from them like at truck stops but it they have a wireless network you need to see if there is an encryption key that you need if not you should be able to connect but just going in your control panel and to you wireless settings and connecting to the service if you need any more info you can contact me on yahoo messenger my username is Rob9029

your laptop should connect wirelessly automatically if not go to internet connections right click on your wifi and hit connect
