I like this question. I think it has to do with having a certain sophistication. The way you dress has a lot to do with it. Try a GAP or Banana Republic look...simple khaki's, sweaters etc. Don't be loud or crass. Try to appear educated and well versed on many topics. Also be friendly and easy going. People will want to be around a person who dresses nice, is simple and appears to be confident in themselves and their look.
Who do you think is classy? Observe them. Look at old movies of old hollywood.

To be classy you dress nice & cute but not slutty. You speak nice, lower, and cuss very little to none. You keep your skin, nails and hair clean.
It's all in how you act. If you are loud, cussing making vulger remarks...."talking like a man or sailor" as my grandmother would say just puts you in a low class and men will only be interested in one thing about you and think you're easy.
