Sadly money talks. Sex tourism is big money for hotels, airlines, the country's economy. Are you thinking of Thailand? I guess in both cases it's due to corrupt or ineffective governments who don't want to mess with wealthy tourists from USA and Europe. If a country's main source of revenue is tourism, the government will turn a blind eye to what tourists do. If a tourist does get in trouble, the govt often takes bribes to clear up the situation.

Poverty is the reason. Horrible, unsufferable, merciless poverty. You'd probably do the same if it meant survival.
