Why would someone make this statement? Why do you come to this conclusion?

The only person who would make a statement like that is a very shallow person.

No the good ones are not taken for male or female. There is just more that don't match your life style then do match it. She might be ugly to you but just right for someone else. She might believe in god and you may not. This don't mean she is a bad one only that you do not match with her.
Think about it. They are all good ones just not good for you. But there are many out there that are. You are one in over 6 billion people and half are male and half are female. So you have 3 billion women to check out before you could make that statment that all the good ones are taken. And you can never tell one of the taken ones might break away from her man because they do not match up and there is your good one.
You have heard that there is someone for everyone. This is the true statment. There are no bad ones just lots that do not fit you. You just need to find someone that likes your looks, someone who believes the same why you do. If you don't find these then yes they are not the good ones for you but are for someone else.
So with my way of thinking the bad one is YOU if you can't find someone.

Because it can be true. Generally, the more aggressive and confident men go after the "better" women earlier.
It is just a saying by those who were too shy or otherwise unable to find a good partner early in their life. It IS hard to find a good woman later in life who hasn't already been divorced or has kids.

I usually hear it the other way, that good men get taken early. There are many good men and women out there that just haven't found each other.
I'm not sure why that is though.

Unfortunately, this is true. On the bright side, there is hope, because there's always a fresh batch of 18 year-olds ready to be had. As for me, I like to sportfuck 'em while they're still in their prime and then one day I hope to marry a Russian bride.

hell no.
what worked for me and my ol' lady was we both stopped looking for love.
then it found us. but we were buddies for a long while and just decided since we get along so well hell why not just get hitched and enjoy the rest of our lives together.
that's my opinion though.
