You can buy a wifi detector at places like Circuit City. They should be located in the computer peripherals section. Also, there is usually wifi hotspots at places such as Barnes and Nobles, Panera Bread, and Starbucks. Some might be free and others might cost extra money. In addition some apartment complexes will have free wifi hotspots that you can access if you get close to their "clubhouse".

sometimes the device that you have(if enabled) will detect the hotspot on it's own. Other times there are tools on the market that you can buy to local a hotspot, or just ask around. If anyone else in your city loves electronics, then they would probably know as well.

You can buy a wifi detector for around £15 / $20 that will detect wifi signals. Otherwise, use your laptop / PDA / wifi phone to detect. Cost will vary from $10/hour for commercial providers to $0 for unsecured wifi Access Points. Not that I condone using someone elses wifi for free.

They are everywhere. Most city libraries, many bagel and coffee shops, most hotels. I use there wi-fi by simply parking in their parking lot, usually a 300 foot range. Park and surf.
