because too many dumb people ask questions like "how come my website, blahblah.com is so great?" and we have to trudge through that nonsense, so they deduct for asking. i think the point is that if there is something you really want to know, you won't mind paying for it. i agree though, its a flawed system.

It's to prevent people who are bored or malicious from posting thousands of pointless questions.
