They mean the order of throws in a double-play (or other occurrence) went from 6 to 4 to 3.
The way they number the players is:
Pitcher 1, Catcher 2, 1B 3, 2B 4, 3B 5, SS 6, LF 7, CF 8 and RF 9. So in this case it went from the short stop to the second baseman to the first baseman.

6 is the shortstop postion. 4 is the 2nd baseman postion. and 3 is the first base position. all this meaning the ball was hit to shortsop(6) then thrown to the second baseman (4) and then thrown to the first basman (3). creating a 6-4-3 double play, creating 2 outs.

As others have stated 6-4-3 DP is when the hitter hits the ball to the 3rd baseman who throws it to the 2nd baseman who throws it to the 1st baseman. there is many different combinations and some can get very complicated!!!!!
