Get a New Beetle convertible with a blown gas engine & fit in a new/used TDI engine, or get a TDI New Beetle & have a shop cut off the metal top & a convertible top put on? I am looking for which would be easier & cheaper to do. (I am in the USA, we have no diesel convertibles sold here, FYI).

Hopefully you have some serious cash to back this play; this ain;t gonna be cheap!
I'm guessing that the engine refit would be cheaper, because VW enthusiasts have been doing that sort of thing for a LONG time. But, the electronics and cooling system differences between the two engines, as well as the transmission and rear end ratios makes me ill to think about this project.
Cutting off the top of an existing Beetle is the only easy part of your dream; getting the convertible top to convert is the nightmare.
After having seen some of the insane modifications done recently to satisfy TV viewers, I know you could find some one to do a nice job, but, Lord have mercy, at what cost? And then what would you have when it was all done + 4 years when you try to trade or sell it? Don't do it!

I'm from here too. We will get the diesel when fuel has less sulfur. Until then you can have to do with the next generation convertible gasoline engine. I think turbo bug convertible won't be out until a year after the normal aspirated diesel comes out.

It will probly be easier to do the motor swap. Depending on the year of the beetle you will probly need to change all the wired and stuff but shouldnt be too bad
